I was able to utilize the letters that were posted on the T.O.C. website that indicated a similar issue with the same resort.  It seems that they will eventually give in after several attempts.  The main reason it worked for me was because they were so unorganized that they never received my documentation in the first place.  I was then able to fax them copies dated to prove this and they had no other choice but to oblige by the rules that were set forth in the contract.  The best advice I could give anyone going through this same issue is to be persistent and make sure to CC profeco with all correspondence.
